If the purchase was made in the last seven days, you can open an Item Not Received Dispute in the Resolution Centre at the bottom of this page.
The first suggestion is to Contact the Seller.
Since he is Not a Registered Seller*, say so in the Dispute, ask eBay to step in and escalate to a Claim.
If the seller cannot prove delivery (not shipping,delivery) you will be refunded.
If it is too late (or too early) to open an eBay claim you are still covered by Paypal.
PPs Resolution Centre is at the top of your PP account page under Tools.
Same basic process, but you have 180 days from payment to open a Dispute and escalate to a Claim.
If the NARU selller had very low feedback, it is likely that he never saw a penny from his nefarious plan, because PP Holds customer payments from new, occasional and questionable sellers for up to 21 days against their good customer service.
*And he didn't do that, eBay shut him down.
