The person responsible for the incorrect listing is the seller.
There is a Contact Seller button on the listing as well as an Ask Seller A Question link at the bottom.
Most sellers are happy to learn that there is an error in their listings, or at least polite about it.
There are two economic reasons for this.
It shows a microServo motor, not a sanding grinding attachment.
If a buyer pays for a sanding grinding attachment he can complain and get all his money back plus the return shipping cost. The seller gets a Defect and loses two shipping costs
If what is sent is more valuable than the item described, the seller loses out on the potential profit from a correct description. And still might get negative feedback for the incorrect description/photo.
If you contact the seller, use Babelfish or Google Translate to put your correction into Chinese. And send both English and Chinese comments.
