is there a way that I can warn or remind myself before buying from a seller that I have bought from before in the past and have had a negative experience with.

Expectations tend to vary. Buying on-line may not be for everyone.

I've often looked for the same thing, but there doesn't appear to be any way to do this.

Still, if other people want it too and ask for it in the site feedback form or something, maybe ebay will listen and create it. Might be a bit too much to hope for but it's worth a shot right?

and then consult this list before you buy

The Include/Exclude sellers on Advanced Search has been there forever as far as I know. While useful, it has to be entered each time you make a search. It will remember for the search you are doing over but not from eBay session to session. One could maintain a list of sellers in a separate file on their computer and copy it each time to the Advanced Search Exclude box but not so convenient. Or a browser addon Form Filler could be used too to automate this.

But eBay should provide Buyers with the ability to block any seller they want like sellers have with their Blocked Bidder List.

Yes. I don't do as much buying as I once did but when I did there were definitely some sellers whose items I would not entertain. It might be nice if eBay made it easier to filter those sellers out.
