Purchased a steering wheel cover waited well past arrival date only to find seller never sent and now I can not leave negative feed back to warn others of this seller practice of not sending items

Go to paypal and open an Item Not Received case.

You can get your money back even if you don't get to leave feedback anymore. That capability ends after 60 days from purchase. Sixty days should be an ample amount of time to receive an item no mater where it is sent from or how. This is 2017 not 1867.

Depends.................................

We mailed a parcel by Surface Mail on October 25, 2016 to New Caledonia.

Left Richmond, B.C. October 28, 2016.

Arrived New Caledonia January 28, 2017.

Buyer received his parcel on Feb. 6, 2017.

Total 104 days.

We have had parcels to Australia take just about as long to arrive.

Not only that but items from China are taking an unusually long time to arrive due to the import of those deadly drugs. Our border guards have to check everything, they can't just not bother.

I understand people's frustration with having to wait months for cheap things but if they haven't the patience they should shop from North America only. Guaranteed to arrive in good time.

Otherwise, PayPal provides 6 months from payment in which to file a claim for a not received item. No need to panic.
