A seller posts the shipping charges. I win the bid. seller says shipping costs are more now higher.

Is the seller allowed to charge double after I win the bidding of which the shipping costs were  already posted???

Is the item in the US? If so and the seller is using the Global Shipping Program (GSP), then there may be more shipping/import charges applied at check out.

If the seller sent you an invoice with a different shipping or are asking you through email to send more in shipping than what was in the listing, they are not allowed to do that but if the additional fees are shown as import fees or other custom taxes or fees, then it is not the seller who added those fees and those fees do not go the seller.

Pay for what shows up when you click on Pay Now or check out

Non payers should get unpaid item strikes and be added to block bidders lists. Period.
