Being refused when you offer cash or money order, because many sellers don't understand that they are allowed to accept such payments if the buyer offers. (If you do this, do it BEFORE bidding. Afterwards the seller can refuse and start an Unpaid Item Dispute).
Some large sellers and sellers who operate B&M businesses will take your credit card directly.
Some sellers accept other companies like ProPay which have been approved by eBay. There are no advantages of these companies over Paypal , except for not being PayPal.
If you pay by cheque or money order (or in cash for that matter) and the transaction does not go smoothly, eBay has no way of forcing the seller to refund.
