Item needs to be resent. Should I open a case so I'm still within the time period of opening a case?

I paid for an item and the shipping was suppose to take 9-17 days

It has been about 20 business days and I didn't receive it. So I contacted the seller
and he says it got sent back because of customs trouble and said he'll resend it.

My purchase history has a note that says

"If there was a problem, please go to the Resolution Centre by 30/04/14."

So am I suppose to open a case right now in case it gets rejected again or will I still be ok if I open a case after April 30th?

Open the case.

If it arrives before the case is closed, you can close the case

If it does not arrive, you get your money back.

If you get your money back and the item arrives later, you can repay the refund using Paypal's Send Money.

 

Ask yourself: if the seller had received the returned item, why did he not try to contact you before you contacted him?

 

OTOH. Twenty days is not a long postal delay.

I would allow 7-15 days for delivery from Europe,

Fifteen to 20 days for delivery from North America.

Thirty to 40 days (but no more) for delivery from Asia.

Then contact seller. If he cannot give a Delivery Confirmation/tracking number or a refund, open the Dispute.

I would open a case now.

 

It is your money no matter what the seller says.
