The Resolution Centre is at the bottom of this page.

The first step is Contact the Seller. You have already done that so go on to Step Two.
If too much time has been wasted trying to get a response from the seller, go to Paypal's Resolution Centre.
And if that is unsuccessful, go to the credit card you really paid with (PP is just a useful mediator.) Phone the 1=800 number on the back of the card and ask about a chargeback.
The customer service clerk will need infomation about dates, payments, currency, transaction numbers, etc. Have this handy for her to process your refund.
Some cards will require a return. Some require proof of return delivery. Some only require proof of shipping.
Don't return anything without tracking.
In future, and I doubt you will ever need this advice, one request to the seller is enough. Don't waste time if you don't get an immediate response.
