Steps you can take:
(1) Did you contact the seller?
Email link is with your eBay purchase details (More actions has a list of things you can do). Do not accept an offer of a replacement because your buyer protection will run out.
(2) What date was it supposed to arrive?
eBay protection for INR (Item-Not-Received) is 30 days starting from the last estimated arrival date (also a choice under More actions). If too late for that try the next step.
(3) If you used paypal you can open an INR claim up to 180 days from date of purchase.
(4) If you used a credit card you can contact the supplier of the card and see if you have INR purchase protection.
