I bought the Item no: and I did not received. I contacted the seller and he dont want refund me money, and in a mean time I found out that he cannot resend the item, because his country (China) has banned the sending of goods by mail in my country (Bosnia and Herzegovina).
How can I give him negative feedback now, since feedback link is not active any more?

When was your purchase?

If it has been less than 45 days. go here:

and open an Item Not Received dispute.

If the seller cannot prove that you have received the item, and does not refund you, Paypal will refund you and will chase him for their money. He will NOT like that.

 

If it has been more than 45 days, go to the credit card you really paid with. Paypal is just a mediator of payments. Telephone the customer service number on the back of the card or on your monthly bill and ask about a 'chargeback' or a refund of your payment.

This is the eBay CANADA board and your Bosnian credit card may not have this service.

 

In future, always check that the seller will ship to your country before purchasing and paying.
