Why would you trust a seller to ship you something as expensive as a diamond, if he is willing to cheat on duty and taxes?
It is illegal to mark items as a gift when they are not.
On true gifts you would pay taxes and duty (if any) on the value
over $60.00 canadian.
If they send it as a gift and is checked by customs then
there is a good chance it could be seized by customs.
It could also be revaluated and you would pay the taxes and
duty on the revauled item.
If they don't mark it as a gift it would depend on what it cost and how it was
shipped to determine the charges you would pay.
