I assume you're referring to the fact that the shipping cost listed below the current bid on the search results page, or in your 'watching' list, can be substantially lower than the price listed below the current bid on the individual item's page.
This seems to be an issue with things originating in the US, for bidders located elsewhere - and I assume it's related to the fact that the "import charges" are now invariably listed as zero, when they used to increase along with the bids.
It's all down to the Global Shipping Program itself, of which absolutely nothing good can really be said - unless you're an Ebay shareholder.
My guess is that the program itself is so universally unpopular (not just because it increases costs, but because it gives Ebay too much control over the international shipping process itself, which they've turned into something maddening and ugly) that they're in the process of hiding its existence. They just haven't sorted out the software yet.
I imagine that soon the amounts will all concur, and the "import charges" will either stay at zero, or (possibly as a result of a legal challenge - there are import charges being applied) disappear.
