When it says Buy Now or Best Offer and mine is the highest offer does seller have to sell it to me?

Can the seller refuse the 'highest' offer when ad says "Buy Now or Highest offer'? 

 

They Buy Now price is much too high for the items I am bidding on so I put in an offer.  So far mine is the only offer.  If at the end of the auction they do not get any other offers do they have to sell it to me for my offer?

 

Keep in mind it was not Buy Now or Make an Offer.  That I could understand being refused. 

 

I'm just wondering about the wording.  BEST offer should be just that.  ...Just wondering.

An offer is not binding until or unless it is accepted.

 

Many times when an offer is declined or allowed to expire, it's because the offer was too low. If an item is listed for $200 and you offer $100, the seller likely to ignore you or even place you on their blocked bidders list. Sellers are not obligated to accept any offers made. In fact, they could just ignore all offers (even while the best offer option is still there) and only accept the buy it now price.

You can put in your "best" offer, but nothing requires the seller to accept it.
