Are you trying to register as a new member?
It's been a couple of decades since I did this so, I can't help much, but when I moved I didn't have any trouble changing my address.
Go to My eBay (upper right)
Go to Account (left side- tab)
Go to Personal Information
Go to Email and Contact Information
Go to Registered Name and Address
Go to Edit
