You can create a user account associated with any email address without proper verification?

Does eBay let users register accounts with invalid email addresses and then perform poor verification for the provided information?

 

Most other companies that support account registration will send an activation email to the email account prior to completing the activation process. The user whom owns and has access to the email account will receive an email and will then have to enter a activation code or follow a link to fully register the new account.

 

Based on what is on the internet eBay used to do this, so has this changed?

 

Background Info:

1. I received an email indicating someone signed up for eBay using one of my emails

2. I continued to receive emails for promotional/advertising items on eBay, these emails were legitimate but I chose to ignore them assuming they were phishing emails.

3. I then called into eBay support to make sure this account wasn't linked to my email any longer, they did not delete the account but they did remove my email from the account...

4. I did not receive any verification emails

5. My email account history did not show any IP addresses other than my own
