Go to the Resolution Centre at the bottom of this page and open an Item Not Received Dispute.

Now, because eBay cancelled the transaction, you may not be able to do this.

Don't panic.

Go to your Paypal account and find your payment.

Copy the PP transaction number.

Go to the PP Resolution Centre at the top of the page under Tools.

Open an Item Not Recieved Dispute.

You will be encouraged to Contact the Seller. That crook is long gone, so just escalate to a Claim.

In the claim state that eBay cancelled the transaction.

This will speed your refund.
