You only had 45 days to open a Dispute with eBay.
They are firm about that.
BTW, if in future a seller offers to replace an item you have not received, refuse.
This is a fairly new scam, mostly out of Asia, and there is a pretty good chance the first item was never sent and the second won't be either.
Since more than 45 days have passed, go to the credit card you really paid with (Paypal is just a mediator) phone the 1-800 number and ask about a chargeback.
But do this immediately. Credit cards have deadlines too.
