Bulk comes into it too.

CBSA has an informal policy of ignoring low value items, since it costs more to assess and collect the import fees than would be paid. But since they legally are supposed to assess and collect, a bulky item (like a lamp) is more likely to be dinged than an item that ships in a thin envelope (like a book).

DON'T ask your seller to lie about the contents or the value. A bored agent might get imaginative about the 'real ' value.

Duty: depends on the item.

Taxes: GST and QST

Handling fee (if via Canada Post): 9,95$

Canadian dollars? Under $20 by mail is exempt.

You are right at the edge of the import exemption, so it could come through with no additional cost.
