With such a low cost item it is unlikely that the seller used any form of tracking.
Ask the seller for the shipping date, the service used and the probable arrival date.
If the answer is unsatisfactory (and an offer of a replacement is unsatisfactory) go to the Resolution Centre at the bottom of this page and open an Item Not Recieved Dispute.
You have only 45 days to do this through eBay.
If that deadline has passed go to Paypal instead and open the Dispute there. You have 180 days to do this through PP.
Note that shipping from Asia to Canada takes a good 30 days. I doubt it would take less from China or from Canada. Patience may be called for.
The seller can only ship to the address given in your Paypal account. Is this the SriLanka address? If not, your sweater is going to the address that is recorded in PP.
