Your seller is not being helpful since he is ignoring you.
Escalate the Dispute to a Claim.
The problem he faces is that he is not in Canada.
It is not possible to supply a return shipping label from a foreign country.
EBay customer reps don't know this. Many do not understand concepts like "Canada".
You're going to have to ship it on your own dime. Face it.
How much would it cost to return the item to the seller with Confirmation of Delivery within the time allowed on the Dispute?
Will the seller accept pictures of the item as proof of the damage?
How much did the item +shipping cost?
Have you considered dropping the Dispute, leaving appropriate feedback and the more important Detailed Seller Ratings, then selling the item on locally on a free online classified site?
