Yes, your ebay fee's are refunded if you file a non-paying bidder claim, after your buyer has been sent a warning by Ebay, the buyer has four days to pay after the notice is sent. If still no payment, you are then refunded the Ebay fee's. There will be no Paypal fee's since payment was not received. Good luck!
