EBay and Paypal have a Buyer Protection policy that covers non-delivery and not as described products.
Basically if the item doesn't arrive within 45 days, the buyer can get a refund.
When you pay, ask the seller for the date of shipping, the service used and the Delivery Confirmation number.

The Delivery Confirmation numbers on those are not useful to the buyer. Actually no DC number is, but many find them comforting.
