Who is they?

 The Global Shipping Program does have a ~$5 service charge, but normally this is only charged when duty or sales taxes are assessed and remitted.

I would call Customer Service and ask for a GSP specialist.

Just a thought. Did the label have the decimal point in the right spot? Did your $9.99 (USD?) payment turn into $99.90 by typo?
