First you need to know the service used, and then go to that webiste and find the link to track an item.  A Royal Mail tracking number has 2 letters, 9 numbers, and 2 more letters at the end.  The number you posted has only 1 letter at the beginning.  Either you left one out, or this was sent by another service.

Instead go to Paypal 's Resolution Centre and open an Item Not Received Dispute.

If the seller cannot prove delivery, he is required to refund you. If he does not, PP will and go after him myself.

Tracking is not useful to the buyer. It is only useful to the seller who can use it to win false claims of non-delivery.
