Contact your seller, and give them a chance to fix this for you. Either by refund or by sending you the missing item. Insist on tracking.
If you can get no satisfaction, open an Item Not as Described Case. The missing lipstick is considered Not as Described as opposed to not received. And be sure to follow all the prompts and deadlines from ebay.
