You can offer to send cash or a postal money order.
Postal because those can be cashed at any post office without difficulty and are not often counterfeited unlike commercial money orders.
But not only is the seller not required to accept those, but they are more risky for you as a buyer. (PP has a strong Buyer Protection program.)
Also with the upcoming Canada Post labour disruption, the seller may not get the payment for weeks.

Register.
All you need is an email address and either a credit card (best) or a bank account.
Let the seller know that you are in process of getting your PP account set up.
PP will put a tiny amount of money into your bank account and ask that you let them know what it is. You tell them, you are verified, and they take the money back.
Then pay your seller.
