You bought it more than an month ago?  How much more?

You have only 45 days in which to file a claim for reimbursement for an item that never arrives.

Get hold of a calendar, and count off 40 days, - If by then you do not have your item, contact

the seller.  If you bought from China contacting the seller will likely result in false promises, so

by day 43 if you have no item and no refund, open a claim.  The followiing link tells you all about it:

Once you open a claim, you have 20 days to escalate.  Do not close it until you have either

your item or your money, because you can neve re-open it again.
