Can ANYONE Clarify the email I received from Paypal Canada today regarding an INCREASE in FEES

Just received this from Paypal Canada..

Does this mean that as a seller for every cross border sale I make with an American customer I am going to have to pay the $2.99 Cross Border Fee? Or, as I am hoping, the person using Paypal has to pay the fee? If its me that has to pay then this is highway robbery and I've had it with selling on eBay once and for all. 

 

Just another cash grab as far as I'm concerned.

From my understanding of what I'm reading, the new flat fee is on "Personal Payments", which are separate from receiving payments for goods sold. It would only affect you if you are sending money to a family member/friend/colleague/etc. in another country.

 

According to the PayPal User Agreement:

 

"Personal Payment" means amounts sent between two individuals (not to or from a business) without a purchase. Examples of Personal Payments include sending a gift to a friend, or paying a friend back for your share of a lunch bill.
