Refund amount does not match

On my eBay account, full amount of US $13.79 was refunded to Canadian..but in my credit card says different..

I canceled order within 1 hour...even exchange rate should stay the same.

Is this normal...?

Not necessarily.

The bank's published retail rates rarely change more often than once a day, but the actual large scale buy/sell is changing minute by minute.

And of course, the buy rate is lower than the sell rate.

What femmefan said, the currency fluctuates and you'll never get back what you gave in an international currency when handled by credit card. If you call the credit card, they might throw you a bone to keep you happy.
