Yes -- I've been getting this using Google Chrome over the last 2 days.
When I try to print a label (or anything else from Paypal, for that matter, like a transaction record, packing slip, etc.) I'm getting a weird message saying the action can't be completed until I open "One Note" (one of the programmes in Office 2013). I couldn't imagine what One Note would have to do with printing from Paypal, but I switched to IE -- the latest version -- and no problem!
My solution: I just keep all 3 internet browsers available on my computer at all times, since there seem to be browser problems with one or another using eBay or Paypal on any given day. I find one of them usually works.
I notice they've been doing a lot of monkeying around with the Paypal online label formats recently, so possibly some brilliant programmer forgot to go back and check to make sure the labels work with every major browser.
Always another glitch to keep us on our toes...
