Log into your purchase history and click on the item there will be a Contact Seller button on that page.
If the item is "Not as Described" aka defective or not working click here.

You bought an item.
It is not satisfactory and you want to return it.
The seller can be contacted through the original listing. Look for the Contact Seller button.
You do not need his permission to return an unsatisfactory item, but keep it polite (as in- Not ALL CAPS! - which is shouting and very rude). Some sellers will accept a photo of a damaged item and the original wrapping rather than requiring a return. Some will give a full or partial refund. Some will offer a replacement (but watch out for this as it can be a scam).
The Confirmation Number is supplied by the postal system when you purchase postage for the return item. Choose a service that offers this although it can be expensive, because if the seller does not voluntarily refund you, you will be asking Paypal for help and they require proof of delivery, which is that number.
