The first thought is that you have won two or more Unpaid Item Strikes in the past 12 months. Most sellers have automatic Blocks against bidders with Strikes.
Second thought is that you may be bidding with sellers who do not ship to Canada and have Blocked all bids from here. Look at the Shipping and Handling tab. If there is no quote for shipping to Canada, the seller does not want you as a customer.
Some sellers have a limit on the number of purchases they will allow a customer to make. This sounds odd to honest buyers, but too many sellers have been led a merry dance by 'thrill bidders' or by people who make large orders then disappear without paying.
