The wholesale price on what?
Wholesale means that you are buying a very large quantity of something.
For example, you go to the Fruit Exchange and buy a truckload of bananas.
Then, selling retail, you break up all those bananas into hands and sell them one hand at a time.

New sellers are restricted by eBay and Paypal in several ways.
The eBay restriction is on the number and value of the listings you can make.
The Paypal restriction is a Hold on your customers' cleared payments for 21 days.
Both are to protect buyers until you show you understand online selling.
If you mean you want to open a Store, you don't need to do that to sell on eBay, and new sellers don't have enough listings available to make it worthwhile anyway.
