There is a system problem.

I have sold two items on eBay. Both items had problems with shipping. I offered the same option to both (separate) buyers.
Option 1. a refund or Option 2. re-send the item.
Both parties requested that the item be re-shipped. However, eBay has stepped in and reversed (both) paypal transactions AGAINST the wishes of both buyers. Note: As a result I have halted shipping the items.
