I believe this is a new option. I have not seen it before and am familiar with Site Preferences. But I have not gone through Site Preferences in detail for a while.
In My eBay -> Account -> Site Preferences -> Selling Preferences -> Sell Your Item and Listigns
click on show on the left and there is a new option called
Use-out-of-stock option
When the quantity of your Good 'Til Cancelled listing reaches zero, your listing remains active (meaning it renews and we charge you the selling fees every 30 days). The listing is also hidden from search until you increase the quantity.

Did anyone see or read about this option here or on eBay.com forums or an eBay announcement? It seems to be a useful option especially if it keeps sale history and a higher best match position. Now it does not say that it keeps Best Match position but I would think it would keep some of the position as long as stock is obtained and the listing in updated within a reasonable time period.

I found one reference to the out-of-stock option on eBay.com. It seems to be very new and apparently not working per this topic.

I have not checked the weekly chats in a while on eBay.com. I read far less on the USA forums since they merged the forums into a lot less forums and then with the new layout which I find hard to read, I am reading even less on eBay.com.
PS I did a forum search on eBay.com with keywords out of stock option with community option for search and the weekly search did not come up. You would think with a full topic with many posts that it would have showed up.
