I have an exclusivity agreement for sales within Canada with the US manufacturer for a Class I medical device. There are others, based in the US, that sell this product line on ebay.ca.
How do I get this stopped or restricted?

You may have to work with the manufacturer here.
The complaints would be made through the VeRO program which the manufacturer would have to join and enforce.
Keep in mind too, that there is a First Buyer rule in Common Law*.
Basically, if you buy it, it's yours and you can do what you like with it.

If you purchased the exclusive rights then I would report the matter to the company you purchased the rights from.

You may be the winner in Canadian sales even with US competition.
Most American sellers charge a lot for international shipping.
Can you beat those shipping prices?
Look into Free Shipping (which just means adding the cost of shipping to the asking price) for Canada. It is very popular with buyers.
