SELLER PROTECTION.WHATS IT GOOD FOR????????

First, don't post in all caps.

It is both rude (because CAPS are internet for SHOUTING!) and hard to read.

HE DIDNT WANT THE SHIPPING OPTION WITH TRACKING (BECAUSE IT WAS AN EXTRA 45 DOLLARS) SO I SENT IT INTERNATIONAL SMALL PACKETS,

What you have here is a learning experience. Unfortunately it has cost you $130.

Never ever ship overseas by Surface.

Never ship anything that you would regret losing without tracking.

If the buyer cannot afford the cost of tracked Air Mail shipping, he should shop elsewhere. Some sales are not worth having.

The nickel-and-dime bully is not a good customer. You cannot make him happy.

Now.

Your buyer was not necessarily trying to cheat you and get a free item.

Surface is verrrrry slow and he probably does not yet have the item.

Politely email him (No Caps!) and ask him to refund the refund when the item arrives. There is a reasonable chance that he will, if you have kept your communication with him polite.

Politeness goes a long way.

If the item is tracked, you can send that email when you see the item has arrived.

In future.

Do not ship Surface overseas.

Use a tracked service if you are uncomfortable, but realize that the customers may pass on items with very high shipping.

Remember that some sales are not worth having.

To keep down the cost of shipping, use Cookie Jar Insurance instead of tracking. Add a few cents , maybe a dime, to every shipping charge or to your asking prices as a sort of insurance premium. Put those dimes in a virtual cookie jar to compensate unhappy buyers should it be necessary. The Cookie Jar will rarely be needed. (This is the basic reason why insurance companies are profitable.)
