how long do I have to wait to report non paying bidder

A buyer bid on my iphone but did not pay.  Will not reply to my e-mails.  How long do I have to wait to report them?

Four days-- or to be more precise 96 hours.

(US sellers are allowed to open UIDs after 48 hours.)

All sellers must then allow the buyer another 96 hours before the Dispute can be closed.

The seller gets her FVfees back,but not her listing fees if any.

The buyer gets a Strike. Most sellers have set Seller Preferences to automatically Block bidders with two or more Strikes.

Neither party can leave feedback.

As an occasional seller, you should know that if your deadbeat had paid, Paypal would put a Hold on the payment for 21 days against your good service.

You are able to buy PP shipping labels from the Held funds, and as you probably already know, you get a 5% to 18% discount on some services when you do.

For an item like an iPhone, which is both high value and high fraud, perhaps you should consider listing as Fixed Price and Immediate Payment Required.

Then the phone would not be sold until your buyer actually pays.
