I'm trying to re- list  an item

and (oops ... shows up with this message

We noticed that you don't have a payment method set up with your eBay account. As soon as you take care of this, you'll be able to list more items.

how do I fix this

Check that the credit card you have been paying your monthly fees with has the right  expiration date . If you recently got a new card, it may not be useable because of the date.
