eBay and paypal are separate companies (since 2015).
eBay fees are accessed as you go (they are NOT paid as you go). Then eBay invoices you for the outstanding amount once per month. Then you pay the invoice (in my case, it's an automatic withdrawal from my paypal account balance at the end of the month, but other payment methods are allowed).

PayPal on the other hand, takes their separate payment processing fees as they go (30 cents plus 2.9% to 3.9% per transaction, depending where the sale was made)
