Why Ebay let members selling empty box

I would like to know why Ebay let seller sell empty box, by this it's really near let us stole other with that, i know, if you read in the listing, it's clearly stated that the box was wmpty but they put as many picture that let thing to the buyer that the console can be in the box!
Wow, a empty box of Xbox One at 60$us + 30$ shipping, it's a steal!!!!

There is a Report button on every listing, and eBay encourages members to use it.

You won't get any response but a nice thank you from eBay, but they do monitor Reports.

However, if the item is clearly described as an empty box, there is no actual fraud. Buyers are expected to read and understand listings before bidding.

And of course, there are those who collect boxes. I've sold vintage eraser boxes and children's print set boxes from time to time. The buyers were delighted.

Those are fine but apple boxes, x box boxes, play station boxes, watch boxes etc... Aren't allowed on eBay.

Yes, in the listing, it's clearly stated but a empty box for that much, i check one that goes up to 180$ us!
I was thinking that Ebay check a little bit more than that to stop that, i think that they should be place their item in collector section if it sold for that, maybe some teenager can be grab with that think.
I check in "report item" but i'm not sure on which item i should select?
Probably listing violation but ...
