Can it be explained how an item valued at $100.00 weighing around 1 lb  and being shipped to Canada from the US can cost more than $25.00? US dollar amounts. Ex change rates can't be totally the cause.

Are you talking about GSP (Global Shipping Program) which also includes taxes, duty and handling fee

or shipping directly with USPS ?

 

Via USPS (1 pound package to Canada):

 

Priority Mail International Canada - $23.95us

First-Class Package International Canada - $15.50us  (USPS likes to hide this choice)

And as Dennis suggests, with the Global Shipping Program you would also be charged Canadian duty (possibly), Canadian sales taxes on $100CDN (or on $130 CDN if the price you mention was in US funds) and a service charge of about $5USD before the seller is told to ship.

 

With USPS shipping, and being fairly bulky, there is a good chance that on your doorstep, the carrier will charge you duty, sales tax and Canada Post's service charge of $9.95CDN.

If it is not bulky, it might not be charged, in which case, buy a lottery ticket.
