"may cost more to ship??"

What does this mean, in my "purchased Item" list...

"This international order may take longer to arrive and may cost more to ship."  ???

I already paid for the order, and shipping cost was calculated, agreed to, and paid when I hit "buy it now"...

SO, how can it "cost more to ship" AFTER THE FACT??

Where do you see "after the fact".

eBay is simply trying to let viewers (potential international buyers) know that international shipping generally cost more than domestic shipping.  There is no implications of "after the fact" here.

It could be a roundabout way of warning you about customs duties and taxes. Not very well worded, though, if it is.

eBay has a very clear message about customs duties and taxes just below the shipping cost area on listings.
