How do I add categories to my store?

I know where to find the instructions but they seem inaccurate.

To add Store categories:

1. Click the My eBay button at the top of any eBay page.

2. Login to eBay with your Username and password, if required.

3. Click the "Manage My Store" link on the left side of the page.

4. Click the "Store Categories" link on the left side of the page.

5. Click the Add Category button at the level where you’d like to add a category.

   The problem is, when I get to #4, there's no "Store Categories" link.

Assuming you're on a desktop computer, does the upper left-hand side of your page not look like this screenshot? Manage My Store in blue? It should. 

Of course, I can't add a screenshot now for some reason.
