I have recently noticed that ever since sellers are automatically enrolled in the "global shipping program" (i.e. sellers get enrolled when sellers click "accept" to conditions I am sure they have never even read) for sale listings for anything shipp...

This is the second time that I have won an auction and then a seller has claimed to not have the item and has offered a refund. Is there a way I can leave feedback? Any suggestions?
