Each seller can choose which currency to list in. So if your seller in
China listed in USD, you'll be charged USD. You'll see a rough
conversion on the listing, though.
It does look like they charged you selling fees. Was the money directly
taken from your bank account or through a credit card? I'd call up eBay
and see what their reasoning is.
For over the counter, the label that prints with the postage value also
has a barcode with a number similar to the one that prints via Paypal
shipping.
And in reply to your post about the weight limits for Tracked Packet,
it's because Canada Post wants to stay within the confines of Small
Packet weight restrictions. Small Packet to the US is limited to 1kg
while international is limited to 2kg.
