So I've seen behavior like this one sites like DHL, where paperwork is
processed in one country although the item is in route to the
destination.But this is weird. It's like they can't decide where the

As the title says, Canpar has disabled their site and even advised
sellers to cancel shipments. If you are currently shipping with CanPar
they don't think the hack will affect your credentials etc., but I would
be aware that this is always a possibil...

Most carriers do have options for the sender to bear the burden of any
costs. DHL is among those. If you have a UPS or FedEx account I think
you can do it that way too. It's a huge pile of red tape but it does
exist.
You can't use calculated shipping, but I used to create flat rates by
using the rough weight of items and pad it a bit to allow for insurance
