I was looking to purchase a used hearing aid to replace my aging one and found that the GSP charges $37.95 when shipped under the GSP program to Canada. Hearing aids are duty and tax-exempt so I am wondering why the GSP are charging taxes on them? Ex...

Just noticed when making shipping label via Papal that my rates have gone up. Where it used to cost me $6.97 to ship cartridge to Toronto, it now costs $6.99. Not a big increase but wondering if anyone else noticed it? This is via Expedited Parcel.
