I think the part we are all confused about is this part:
"New protection for your US performance rating on eBay.com We know you want to do the right thing for your customers and eBay always encourages buyers to contact the seller before filing a Buyer Protection case. Starting in August, any cases filed for purchases made on eBay.com where the buyer did not attempt to contact you first will be excluded from the count of opened cases used for evaluating seller performance on eBay.com."
Now does that mean, any purchases made from a buyer that used ebay.com to make the purchase? Or does it mean any purchases the buyer made that was listed by the seller on ebay.com? Or does it mean any buyer that lives in the USA?
In my opinion it should be worldwide anyway, on all ebay sites.

I noticed this question a few minutes ago on another thread so I responded - I'll include the response here as well:
Hi Everyone,
Great question! This is specifically referring to the site from which the buyer purchased the item, not the site on which the seller listed the item. eBay Buyer Protection claims cannot be opened for items purchased on the .ca site because eBay Buyer Protection has not yet been extended to cover the .ca sites.
As you know with eBay Buyer Protection, if a buyer purchases an item (from any seller, located anywhere) on the .com site, they are covered through eBay Buyer Protection. If the same item is purchased by the same buyer on a site not covered by eBay Buyer Protection (such as .ca), the buyer is covered through PayPal Buyer Protection instead.
Additionally, because seller standards on the US site is based solely on transactions with US buyers, only claims opened by buyers who have purchased on that site affect seller statuses to begin with, which again supports why this only affects claims opened on items purchased through the .com site at this time.

Short answer: it only applies of the seller listed on eBay.com and the buyer is registered in the USA.

Hi Pierre,
The site that the seller chooses to list from in this case doesn't matter at all. The only deciding factor here is the site on which the buyer purchased the item.
Items listed on any site that are purchased through eBay.com will be affected by this policy change.

Three or four years ago, eBay came up with a similar policy. I remember spending weeks revising (GTC with multiple quantity) listings manually, one at the time, just to find out a month later that eBay changed its mind and decided there would ne no change of policy after all!
Questions: will eBay change its mind again following pressure from large sellers who want to keep their contact information in their listings?
If not, will the change apply to GTC listings renewing after October 1st ?
Will the change of policy be universal?

Will there be a change of policy at eBay.frca regarding the FREE subtitle?

Regarding links
Will third party photo hosting still be allowed in the listing description? (PhotoBucket, Auctiva, etc.) These are links which open off ebay browser windows.
In the announcement, it is suggested to use eBay photo hosting.
•Use eBay picture hosting services. Buyers will see your pictures in enhanced ways when you upload your pictures to eBay picture hosting services. They can enlarge, zoom and will even see an optimized version of your listing when using a mobile device. Remember, eBay Stores sellers can add up to 12 pictures per listing for free!
For non-store eBay sellers, the cost of adding photos at 15 cents each or 75 cents for 6, $1 for 12 is high if renewed.
Using a third party photo hosting sites allows adding photos in your description and avoid paying eBay fees for extra photos.
When using PhotoBucket supplied HTML code, clicking on a photo will open up a new browser window to your photo album. Most sellers use direct img HTML to avoid this.
However, third part listings services such as Auctiva and InkFrog provide smaller images and provide Supersize/click to enlarge links to larger photos off eBay.
How does this new link policy affect these services?
Is eBay moving to ban photos from the description to have a more uniform look to listings and force sellers to use the eBay listing gallery on the top left?
When first introduced and with the push to 12 free photos for eBay store owners, I have always felt that eBay would eventually ban photos in descriptions. Just a matter of time.

I provide links in my listing to eBay site features. eBay is constantly redesigning the listing page so I have link buttons for View my eBay listings, Contact Me, About Me, etc. I also have links to promote my listing similar to what the potential buyer is viewing.
Are these links still to be allowed? They are links to eBay that are easier for the potential buyer's convenience.
Also, what about the Auctiva Showcase gallery at the bottom of my listings? These are links to my 16 ending soonest listings? They go directly to the eBay listing and open a new window?
What about the View my other listings in the Auctiva showcase. This definitely goes off site to an Auctiva hosted "Auctiva eBay store" which only shows eBay listings but is customized to put what ever content potential promoting off eBay sales.

The links/email policy applies to all North American listings and there are no plans (obviously) to change the scheduled effective date of Oct. 1.
GTC listings, because they "relist" every 30 days, will be affected after October 1.

There are no fee changes planned currently and no plans to change the CAFR policy related to free subtitle. Subtitle is free on CAFR so that sellers listing in French can also include an English subtitle and thereby still appeal to the English-speaking buyer population. ~Kalvin

Actually - I need to correct myself. GTC listings compliance will come in early 2012 with advance notice given:

I do get the feeling in the past 2-3 years that eBay is standardizing the listings design to force a uniform look. I wonder how long photos will be allowed in listing descriptions.
In this seller update, they are promoting using eBay pictures instead of photo links which is the first sign of a change to the photos in the description being banned one day. Time will tell.

Well, Kevin and Vincenzo, I've just seen the first results of your last "exciting" update - namely your greedy cash grab against shipping fees.
I just sold a book for $7.95. Previously the end-of-sale fee would have been $1.16
Now under your new system, the end of sale fee has gone down to 99¢. So I save 17¢. Whoopee. Because your cynical cash-grab against the shipping cost cost and additional $1.27.
So the net increase in fees that I pay to you jokers is $1.10 - on a $7.95 item.
Yes, yes, yes, I read your pious rubbish about how you are encouraging low cost shipping. The reason why your rubbish is rubbish is that a bookseller in Canada cannot offer free or low cost shipping, and you know it very well.
So you will piously say you offered sellers a choice (what choice??), and so you'll fill your pockets with loose change.
And don't tell me about my business model. The problem is that you guys have decided to scr ew the seller in a short-term cash grab. And I have every expectation that eBay will go the path of pmpous self-destruction, just like the Big 3 car companies.
Tell me something, Kevin and Vencenzo: who is the clown who thought up this cash grab - a former executive from GM, Chrysler, or Ford?

If I am listing on eBay.ca, why can I not use the subtitle (for free) to include information in French for the many buyers in Quebec?

To get the free subtitle, you must list on eBay.frca NOT eBay.ca.
You must click on "francais" (top right) BEFORE starting your listing process. You can do everything in English if you want (I do) but the commands on the listing page will be in French.

While this would not be useful for me*, it certainly would be an additional benefit for many Canadian sellers to list on dotCA.
*as a bookseller I can be pretty safe in thinking that most of my customers can read English.
