Paypal is Holding my Money!

I sold several items on Ebay with my payment option being Paypal. Everyone has since received their items and reported poistive feedback. What erks me, is Paypal holding my money for 21 frigging days when there is no point once everybody is happy with what they bought! Plus, need I say that Paypal gives us a crappy exchange rate when CAD vs US Dollar is worth more. Further to my gripe, as a buyer, I noticed that when using pyapal, my bank account gets immediately deducted funds, but Paypal does not instantly release this money. What the hell are they doing with the money in the meantime?
Need I gripe about ebay Seller fees? Way outrageous.(Yes I knew that the fees were bad) I am just saying is all. Getting this off my chest. I occassionally use a different online auction, but it doesn't have the traffic that ebay does. I suppose that we are damned if we do and damned if we don't.

Paypal hold. - This will be lifted shortly after positive feedback is left or 21 days is up...whichever comes first.
Paypal exchange rate - includes a 2.5 percent spread. This is standard for any currency exchange...including banks.
As for paypal release of funds, it should be immediate as long as you have a credit card attached to your account. If you are paying by echeck there is a fairly long wait time for the funds to clear.
Fees - nobody likes 'em. welcome to the club.

According to the information on ebay, receiving feedback no longer means that your money is received earlier.

Your funds may become available more quickly if you provide us with tracking information:
If you list on eBay.ca and your item is located in Canada and you have a below global performance rating and your item is shipped within Canada, your funds will be available 7 days after the latest estimated delivery date. If your item is shipped internationally and no estimated delivery date can be calculated then funds will be available 21 days after the buyer pays.
If you list your item located in Canada on eBay.com and you have a below standard US performance rating, once you've marked your items as shipped, funds will be available 7 days after the latest estimated delivery date. If no estimated delivery date can be calculated, funds will be available 21 days after the buyer pays.
If you list on eBay.com and drop ship from inside the US, funds will be available 3 days after delivery confirmation when you upload tracking information, or 7 days after your latest estimated delivery date if you don't upload tracking but mark the item as shipped. Otherwise, funds will be available 21 calendar days after the buyer pays.
Note: In some cases, such as international shipments, we can't calculate a delivery date or confirm delivery. It may also take longer to get your funds if your buyer reports a problem.

your item is shipped within Canada, your funds will be available 7 days after the latest estimated delivery date.
So...if someone is shipping within Canada, uses expedited, uploads the tracking number, they don't receive their money once the item is delivered? How difficult could it be for paypal to access CP tracking??

What on earth is the reasoning there? I don't mind the program since it does curb some really bad practices, including demands that positive feedback be left before shipping, but refusing to release promptly when delivery has been confirmed is .... крекинга нефти промышленности

I like what PJ states in responce. I have money being witheld for 3 items i've sold. Today another item was sold and the money went into the account straightaway. Each item was sold from Canada to the states. Do not expect a straight answer from Paypal as to when you will see your funds. I have emailed them. I have phoned them. I spent close to an hour talking to people who say they are management but can only quote me what I already do not comprehend re: 7 days, confirmation, 21 days, estimates for delivery....etc

Well not only that but what if your balance in Paypal is at Zero, and you use PP shipping labels with Canada Post? Your funds are frozen and You'd be hooped !

Apparently they will release the money for shipping if you use paypal shipping but I'm not sure if they automatically do that when you try to print a label.

I'm not complaining, but when I withdraw money it is received usually in around 5 days? no 21 day hold?? But I maintain a minnimum balance could that be why?

If you print labels and pay for shipping through PayPal or eBay, the cost of the label will be released from your pending balance shortly after you print the label. Printing labels on eBay and PayPal is free. You only need to pay the cost of shipping.

So you pay first for the shipping cost from your own PayPal balance and get reimbursed the shipping cost a short while after from the 21 day hold funds. But you do not have immediate access to the hold funds for shipping.

Lucky me that I don't need the money right away! I did register a valid credit card. But it sure sounds to me that Paypal didn't give the hold issue much fore thought. Its caused more problems then it is worth.

Which would make sense since that part of the payment is going to a third-party (Canada Post, etc.) rather than the seller.
But if you are shipping LetterPost or using the PO counter clerk, you will be using your own money to ship.

From what I read on the eBay.com boards on the pending funds, you have no access to the pending funds to pay your shipping on PayPal. You have to pay somehow and get that amount released after by PayPal for the shipping cost. Most sellers would have a PayPal balance in their account from previous sales but new seller or a seller with issues may not.
I assume that PayPal has to verify what the actual shipping cost paid is before releasing the same amount from the 21 day hold.
Whatever the reason, items with a 21 day hold cannot use the funds for paying for the items shipping. The seller has to find a means of paying for their PayPal shipping label. For new sellers this can be an issue on items with higher shipping costs.
Prior to this change of releasing shipping funds, sellers had to pay for the shipping and wait for the 21 day hold to be removed to get their shipping money back. This was a big complaint and eBay/PayPal modified it in the Spring 2011 Update.
My understanding of the issue.

Well thank you for clearing that up ! BTW I sell and my account balance is always at 0 because I buy all the time too.
I try to leave cash in there all the time, but whenever you have a PP balance, it always takes it from there first, and then the default is your bank account. That can be changed to CC but I never ever have the option to put the whole bill on my CC. I wish they would give us that option. That's why my account is always at Zero. I fund it weekly through hyperwallet, but that's a PITA

Here is a solution that has worked for many eBay sellers/buyers who wish to use a credit card to fund their purchases paid through PayPal:
1) send your complete balance (including cents) to an non-existing email adress. It will remained "pending" until claimed (which will never happen)
2) arrange the payment of your purchase selecting "credit card" as funding source. Since there is no current balance in your PayPal account, the full amount wil be charged to the credit card
3) cancel the payment to the non-existing email account so your balance returns to your PayPal account.
Yes, Virginia, it is that simple!

My goodness isn't selling fun? Since I do not have the pending money I will withold any feedback. Why? I have not gotten the payment due.
When the pending money is in my account I will leave the feedback I feel the transaction deserves.

LoL @ Recped and that would be just my luck to invent some non existing email address and then have it claimed.
Wouldn't it be simpler if PP was on the same page as us and we didn't have to invent runaround routes?
